I never had a plan a when I started simple website design. Got messed up with those d___wysiwigs and THEN went back and started the RIGHT way. I would add one additional step in the planning process: Evaluate the RIO (return on investment) of the project. This analysis is not always easy, but if you can't do it using a numeric formula, you still can probably estimate based on your best guesses, or analogous projects. Once you know the RIO, compare it to the RIO of your other projects.
